How ever, thi s influence has not r esulted in gre at \ndiplomatic achieve ments so far. For ex ample, the USA could not get \nworldwide cooper ation to support the Ir aq W ar in 2003. Although there \nare seve ral re asons, I would like to research how the r elationship betwee n \nthe American President and the Secret ar y of State has an impact on the \noutcome of diplomac y. C-SPAN co nducted a surve y in which 142 \nhistorians or prof e ssors rated ea ch pr esident in 10 categories including \nforeign relations. Accordin g to this result, the high est r anking pr esident \nin terms of forei gn relations after W orld W ar Two was Dwight Eisenhower \nand the worst was D onald Trump. Eisenhower had a good re lationship wi th \nhis Secr etar y J ohn Foster Dulles and T rump fired Secr etar y Rex Tillerson, \nreflectin g their cold relations. The his torical data or docu ments show that \nthe highe r the rank ing, the better the relationship betwee n the President \nand Secr etar y of State. One o f the re as ons is that a b ad rel ationship would \nmake the Presiden t inacc essible to the abundant human and/or secret \nresources o f the State Depa rtment. A bad relationship ma y also hamper \nthe efficient coop e ration within the N ational Securit y Co uncil, in whic h \nthe Secretar y of S tate participates.
