How ever, thi s influence has not r esulted in gre at diplomatic achieve ments so far. For ex ample, the USA could not get worldwide cooper ation to support the Ir aq W ar in 2003. Although there are seve ral re asons, I would like to research how the r elationship betwee n the American President and the Secret ar y of State has an impact on the outcome of diplomac y. C-SPAN co nducted a surve y in which 142 historians or prof e ssors rated ea ch pr esident in 10 categories including foreign relations. Accordin g to this result, the high est r anking pr esident in terms of forei gn relations after W orld W ar Two was Dwight Eisenhower and the worst was D onald Trump. Eisenhower had a good re lationship wi th his Secr etar y J ohn Foster Dulles and T rump fired Secr etar y Rex Tillerson, reflectin g their cold relations. The his torical data or docu ments show that the highe r the rank ing, the better the relationship betwee n the President and Secr etar y of State. One o f the re as ons is that a b ad rel ationship would make the Presiden t inacc essible to the abundant human and/or secret resources o f the State Depa rtment. A bad relationship ma y also hamper the efficient coop e ration within the N ational Securit y Co uncil, in whic h the Secretar y of S tate participates. In order to anal yz e the results of diplomac y of the Biden administration, it is important to ex amine the relationship betwe en President Biden and Anton y Blinken, the current Secretar y of State.}, pages = {1--16}, title = {アメリカ大統領と国務長官の関係が与える米外交への影響}, volume = {16}, year = {2023} }
