The tsunami generated by the 2011 Tohoku Pacific-Coast Earthquake intruded ten Class-1 Rivers in Hokkaido, Japan. Videotaped imagery showed the tsunami which propagated into Shin-Kushiro River struck a sluice gate with wave breaking. The main aim of this paper is to develop a 2D particle based simulation model for analysis of interaction between river-tsunami and river management facilities such as sluice gates. The numerical method we use is based on the 2D Moving Particle Semi-implicit (MPS) method, which has been proposed for calculation of incompressible fluid flows. Validation of the code by some numerical tests, namely, hydrostatic pressure, impacts by a dam break flow and a violent sloshing flow are carried out to demonstrate the applicability of the particle method for impact pressure estimation.
