Deregulations concerning big store location until the abolition of the economic regulation law is the immediate cause, but there are other deeper-rooted causes behind the decline. The policy for the revitalization by the so called “three related laws of downtowns” is now in operation. Will downtowns be revitalized now?  These three laws grant municipalities the responsibility for city planning. Inhabitants expect municipalities to take the initiative in desiding the own standard for revitalization of downtown.  Downtowns have once had many functions. Today their role is questioned by the inhabitants.
