The hourly emission of NO_2 is considered to be the determining factor in the constraint of environmental pollution. For this constraint, some measures are expected, for example the output shifting between thermal units, changing of the thermal unit commitment, or operation of the pumping-up power stations. 0ur method decides the optimum operation which is selected from these measures, or a combination of these measures.
